Bruce asked who has jurisdiction over such vandalism. Mark said the vandalism is <br />handled by the appropriate sheriff's office, while any interference with allowed uses on <br />the National Forest is handled by Forest Service law enforcement. <br />The section titled "Other Operating Principles" incorporates material from the April 16, <br />2004, Memorandum of Understanding between the Forest Service, the Colorado <br />Department of Natural Resources, and the CWCB. Mark said he would rather not refer <br />to the MOU specifically because it may be changed or superseded by later MOUs. He <br />would rather incorporate the philosophy of the MOU directly into the Plans. <br />WILD AND SCENIC RIVER INVENTORY <br />Mark reported that discussion about WSRs is continuing across the state. He reiterated <br />that the Dolores, West Dolores, Pine, and Piedra Rivers were all previously found <br />Suitable for WSR designation and recommended to Congress. <br />NEXT STEPS: <br />Thurman reiterated that the deadline for comments on the draft Plan Revision is April 11. <br />Comments from the Water Roundtable may be sent to Thurman at twilson02(c A.fed.us. <br />After that, it will take four to six weeks for the content - analysis team to organize <br />comments. During the third to last week in May, the SJPLC's planning team will start <br />working on responding to the comments and to see whether they prompt changes in the <br />Draft Plan. The real challenge is using the comments to shape the Final Plan document. <br />Around the end of 2008, the Final Plan will take shape. Then the final EIS and the Final <br />Plan will be published for a 30 -day protest period. After that, the Record of Decision will <br />be issued. <br />
