Salazar <br />Kay Zillich, SJPLC <br />Jamie Krezelok, SJPLC <br />DISCUSSION OF DRAFT SAN JUAN PUBLIC LANDS CENTER ( "SJPLC" OR <br />"AGENCIES ") MANAGEMENT PLAN REVISION ( "DRAFT PLAN <br />REVISION" OR "DRAFT PLAN "): <br />Mark Stiles, Manager of SJPLC, said this was the last chance for the Water Roundtable <br />to meet before the April 11 deadline for commenting on the Draft Plan Revision. The <br />Water Roundtable was formed because various stakeholders had expressed concern to the <br />SJPLC about how water - related components of the Draft Plan would be addressed. The <br />current U.S. Forest Service and BLM Plans contain elements that no one initially realized <br />would have a major impact on water - users. The Water Roundtable was designed to help <br />avoid such "sleepers" in the current Draft Plan Revision. <br />Mark believes the subject of water is so complex that the average citizen cannot provide <br />the detailed comments required to make this the best Plan possible. The members of the <br />Water Roundtable have the expertise to advise the SJPLC on water issues. Mark <br />suggested that the Water Roundtable is at its best, though, when it focuses on possible <br />effects and unintended consequences of Draft Plan Revision language, and on general <br />policy and vision. The group is less effective when it becomes mired in wordsmithing. <br />
