A Possible Way Forward <br />813109 (second draft) <br />(comments made at Hermosa Creek Drafting Committee are in red) <br />Hermosa Creek Drafting Committee continues to meet to work out details of <br />what has been agreed to so far (wilderness, uses, road -less, advisory council, <br />special area, etc.). Goal: form outline of legislation by end of 2009 (hopefully <br />sooner). (some want legislation to happen in this Congress — others desire a <br />regional land /water package) <br />By the end of September, 2009 a new model for running Public Work Groups is <br />devised by the RPW Steering Committee for the remaining four rivers /streams <br />which includes: <br />- a much shorter process (i.e., 3 -4 longer meetings and one all day <br />workshop) (may need 6 or 7 meetings) <br />- likely use of additional facilitators <br />- each Public Work Group appoints representatives to serve on a Regional <br />Team with the RPW Steering Group (could also form Drafting Committees <br />for each Public Work Group) <br />- set a goal to conclude the remaining four Public Work Groups by the end <br />of 2010 (some questioned if this was realistic) <br />• Regional "Team" works with RPW Steering Committee to devise land and water <br />legislation for introduction in 2011— 16 months from now (legislation <br />incorporates Hermosa Creek's agreements AND any agreements arising from the <br />other four groups) (again, lots of discussion bout the concept of Regional <br />Team ... the point is to include the various interests in the basin wide <br />negotiations) <br />• Would involve setting up a structure for formal negotiations around the toughest <br />issues most notably Wild and Scenic Rivers issue <br />• Would involve devising an ongoing public involvement process so those not on <br />the Regional Team or RPW Steering Committee feel /are included -- their input <br />is sought (e.g. enhanced Web capabilities) and their concerns are addresses (to <br />the highest level possible) <br />• Hermosa Creek Workgroup asked to set up the Advisory Council which would be <br />a significant project (could be a governmental model or a community -based <br />model) <br />What it Would Take? <br />• Revised /new work plan, budget and timeline <br />• More facilitators <br />• Commitment on the RPW Steering Committee members to spend more time <br />(could mean 2 meetings /month with public workgroups) <br />• Possibly more money but may be not (budget and work plan would follow) <br />• Buy in from RWP Steering Committee and the Hermosa Creek Workgroup <br />• Consensus model used at Regional Team and RPW level but not at Public Work <br />Group level -- or process could go to negotiations <br />• Possibly more funds or funds being committed earlier <br />• Buy in from Hermosa Creek Workgroup <br />
