• <br /> Ms. Shelly St.Pierre -5- June 17,2013 <br /> extent,breach modeling and mapping would extend past the northern City limit and impact a <br /> majority of the Steamboat urbanized area long the Yampa River. The empirical routing <br /> equation utilized in the SEO screening analysis is generally conservative and we may be able <br /> to terminate mapping before this point utilizing the more detailed routing methods in the <br /> SEO's"Simple" level of analysis required for this project. Our Scope of Services and <br /> proposed fee described in the following sections will provide analyses,mapping, and a report <br /> to the described limit near County Road 42, if necessary. <br /> Our project approach is provided in the proposed Scope of Services below. <br /> Scope of Services <br /> Task 1—Data Collection and Kick-Off Meeting <br /> Objectives: Collect data required for the Project and conduct a site visit and kickoff meeting. <br /> Subtasks: <br /> • Historic Data: Collect available dam and downstream drainage related design <br /> drawings, studies,memoranda, inspection reports, modeling, and maps from the <br /> Town, SEO,and other local, State,or Federal agencies. <br /> • Elevation/Topographic Mapping: The Request for Proposal(RFP)requires use of <br /> U.S. Geological Survey(USGS) 10-meter DEM data or 2008 aerial mapping of the <br /> City. The 2008 City topographic mapping provides 2-foot contours and thus will <br /> provide a higher level of detail and reduced contour interval compared to the USGS <br /> data. We will use this 2-foot topography to provide more accurate mapping within <br /> the City. With the availability of the more detailed mapping from the City and <br /> FEMA Flood Insurance Study (FIS)modeling, we have assumed that field survey of <br /> cross sections or structures will not be required. Key structure dimensions will be <br /> field measured or cross sections obtained from FEMA FIS modeling. <br /> • Aerial Photography: RJH will obtain 2011 or newer aerial photography for use in the <br /> study. <br /> • FEMA FIS Data: Detailed FEMA FIS floodplain modeling exists for the Yampa <br /> River and portions of Fish Creek. For hydraulic modeling and inundation mapping, <br /> we have assumed that cross sections will be derived from a combination of existing <br /> model cross sections and topographic mapping. FEMA FIS cross sections will be <br /> used at critical locations or where survey data would be required at bridge crossings <br /> or other significant structures. RJH will review the most current FEMA FIS mapping <br /> and relevant Letters of Map Change to identify the most current modeling for areas of <br /> interest. We will request that modeling data from FEMA and utilize it in the <br /> development of breach flood modeling. <br /> • Site Visit: RJH will conduct a full-day site visit to see and document the two dams <br /> and downstream drainages. We will meet with the local SEO Dam Safety Officer(if <br /> available)or otherwise communicate an overview of our findings. Channel and <br /> Proposal Fish and Long Lakes.doc <br />
