Conservancy Act, § 37 -45 -118. Acting pursuant to its powers under this statute, Upper Yampa <br />has acquired, by judicial decree and transfer, numerous water rights on the Yampa River and its <br />tributaries to serve residents and businesses within its boundaries, the uses of which include <br />irrigation, municipal, industrial, hydroelectric, piscatorial and other beneficial uses including <br />2 <br />Yamcolo Reservoir and Stagecoach Reservoir, both owned and operated by Upper Yampa. <br />6. The Towns of Oak Creek and Yampa, Colorado, are statutory towns located in <br />Routt County, Colorado, which own water rights in the Yampa River basin and operate <br />municipal water systems. <br />7. The Colorado Farm Bureau is the largest general farm and ranch organization in <br />the -state of Colorado with more than 28,400 member families. Founded in 1919, its members <br />represent all facets of production agriculture in Colorado. Farm Bureau is an independent <br />organization with no governmental affiliation. The organization is active in both the legislative <br />and regulatory process addressing issues impacting its member's every -day way of life. Many <br />farm and ranch families, who are members of the Colorado Farm Bureau, hold water rights and <br />interests in water on streams throughout the state that may be affected adversely and significantly <br />if the water court decree is upheld in this case. The effect on Farm Bureau members would be <br />far more substantial if this case sets a precedent for similar results in other parties' pending and <br />future applications in state water courts. <br />8. The City of Aurora, Colorado, acting by and through its Utility Enterprise <br />( "Aurora "), is a municipal corporation and political subdivision of the State of Colorado, with <br />2 Upper Yampa Water Conservancy District, and the Towns of Oak Creek and Yampa have filed statements <br />of opposition to the RICD application of the City of Steamboat Springs in Case No. 03CW58, Water Division No 6. <br />In that case, the City of Steamboat Springs has claimed RICD flows up to 1,700 c.f.s. The Upper Yampa Water <br />Conservancy District and Towns believe these flows, if approved by the water court, will significantly impair their <br />ability to develop the future water supplies for their constitutants in Upper Yampa Valley. The City has claimed up <br />to 1,700 c.f.s. on the Yamp River. <br />7 <br />
