in the feasibility study will be based upon this available information. If necessary, a <br /> limited subsurface exploration and laboratory-testing program will be conducted to <br /> supplement available information. <br /> Topography <br /> The topography of the site will be assessed by conducting aerial photography and <br /> surveying the site to provide horizontal and vertical control. This work will allow an <br /> orthophoto of the site to be produced,with a contour interval of 2 feet. The orthophoto <br /> will provide the basis for development of accurate area-capacity tables. <br /> Hydrology <br /> The specific hydrologic conditions that affect surface water flow in Hay Gulch will be <br /> analyzed to determine if adequate water supplies will be available to maintain water <br /> storage in the reservoir at levels that will allow the enlarged facility to function as <br /> intended. Some long-term data exist that will aid in this analysis and additional area- <br /> specific groundwater data are currently being collected under a separate project. <br /> Institutional Issues <br /> A. National Environmental Policy Act("NEPA") <br /> The study will review whether there are any NEPA requirements for the <br /> Project. <br /> B. Threatened and Endangered Species ("T&E") <br /> A T&E species survey will be conducted at the site to determine if any <br /> T&E species present problems that cannot be resolved. The T&E work will <br /> include field surveys, literature research, and contacts with relevant state <br /> and federal agencies. Potential mitigation needs will be considered, if <br /> necessary. Because the enlargement project received a 404 permit from the <br /> Army Corps of Engineers, the status of the endangered fish in the San Juan <br /> River has already been considered and approved. The Red Mesa <br /> Enlargement will be used for domestic and irrigation water in the same <br /> proportions as in Red Mesa's original proposal to the Army Corps. If <br /> endangered species issues should arise during the renewal of the Red Mesa <br /> Enlargement Section 404 Permit, the section covering T&E species under <br /> the Long Hollow Reservoir scope of work herein will be followed. <br /> C. Wetlands <br /> This work plan assumes that the renewed 404 Permit will contain conditions <br /> regarding wetlands similar to those in original 404 Permit(If not, the Long <br /> Hollow work plan herein regarding wetlands will be followed). <br /> D. Cultural Resources <br /> The presence of cultural resources in the project area will be assessed <br /> through a cultural resources survey. The survey will include an inventory of <br /> cultural sites in the area of the proposed dam and reservoir, recording of <br /> 4 <br />
