the study. WWE suggests a project site visit and a meeting with a member of the <br /> LPWCD and CWCB staff during the time WWE is formulating alternatives. <br /> WWE anticipates the entire study can be completed within one year after notice to <br /> proceed. If LPWCD or CWCB desires a different completion schedule, WWE is willing <br /> to make all possible efforts to accommodate CWCB needs. In any event, WWE will <br /> notify CWCB of progress and available information. <br /> II. PROPOSED LONG HOLLOW DAM <br /> Introduction <br /> The proposed Long Hollow dam and reservoir will be located in the NE1/4 SW1/4 Section <br /> 32, T32N, R12N of the New Mexico Principal Meridian. The dam will be located <br /> approximately 0.5 mile above the confluence of Long Hollow with the La Plata River at <br /> the confluence with Government Creek. The current owner of the site is Mr. Robert <br /> Taylor. Mr. Taylor has expressed interest in making the site available for a dam and <br /> reservoir. <br /> A reconnaissance-level, area-capacity study for the dam and reservoir was conducted by <br /> Harris Water Engineering. This study indicated a dam at the site with a crest elevation of <br /> 6,276 feet(streambed elevation is 6,200 feet)would have a storage capacity of <br /> approximately 1,550 acre-feet. A dam with a crest elevation of 6,314 feet could hold <br /> approximately 5,432 acre-feet of water in storage. The Harris report also indicated a 76- <br /> foot-high dam would require a total earthwork volume of about 288,000 cubic yards. <br /> This dam would have a 3:1 upstream slope, a 2.5:1 downstream slope, and a 25-foot crest <br /> width. The entire base of the dam would be stripped to a 2-foot depth and a 50-foot wide <br /> and 40-foot deep key trench would be included along the centerline of the embankment. <br /> No site-specific information is currently available on the geology or the geotechnical <br /> engineering properties of subsurface materials at the dam and reservoir site, and little <br /> site-specific information is available relative to topography, wetlands,hydrology, cultural <br /> resources and threatened/endangered species in the dam and reservoir area. <br /> Study Objective <br /> The objective and scope of the study are based on: <br /> • the Colorado Water Conservation Board(CWCB) guidelines for a feasibility- <br /> level planning study, <br /> • a site visit on May 30, 2001, in the presence of Mr. Robert Taylor whose family <br /> has owned the property in Long Hollow for many decades, <br /> • a preliminary review of readily available geology publications for the dam and <br /> reservoir area and two U.S. Bureau of Reclamation(USBR) dam site <br /> investigations within ten miles of the site, and <br /> • WWE's experience on similar projects and knowledge of the La Plata River <br /> basin. <br /> 10 <br />
