12.0 Description of Selected Plan <br /> The project components and costs are described in this section of the report. Refer to Figure 1 <br /> for the general location of the project and Figure 4 for the alignment of the enlarged darn. <br /> The Red Mesa Reservoir enlargement will involve a modification of Red Mesa Dam and <br /> Reservoir and lining of sections of the inflow ditch. No additional delivery facilities are <br /> necessary. <br /> The Red Mesa Dam is not under a restriction by the State Engineer but the Company has been <br /> warned that repairs are needed to the outlet structure and spillway. The outlet tower which <br /> controls the outlet gate leans. The spillway is too small; however, the State Engineer is in the <br /> process of reviewing the inflow design flood calculation for all reservoirs with drainage areas <br /> above 7500 feet which includes Red Mesa and is not requiring that spillways be modified until <br /> the study is completed. <br /> Though the Company is not in a crisis situation at the present time, the interests rates are <br /> reasonable and crop income is fairly good,therefore shareholders believe that now is a good time <br /> to try to upgrade their reservoir for the next 50 years. The shareholders are trying to be <br /> proactive. <br /> The primary selected plan is the enlargement of the reservoir by 29 feet which will increase the <br /> capacity by about 2900 acre-feet. The enlargement will involve purchase of additional land, <br /> extension of the outlet tunnel and installation of a new control gate, enlargement of the spillway, <br /> raising the embankment, and minor repairs to the inlet ditch from the LaPlata River. Each of the <br /> major components is described below. The secondary alternative of repairing the existing dam is <br /> also described below. <br /> 12.1 Inlet Ditch: The inlet ditch is an existing 120 cfs diversion structure and ditch from the <br /> LaPlata River to Red Mesa Reservoir. The inlet ditch enters the reservoir near the east abutment. <br /> Water will be diverted from the LaPlata River through the ditch to Red Mesa Reservoir when the <br /> water rights are in priority which is primarily from November 1 through April 1 and when the <br /> Stateline gage is greater than 100 cfs. The ditch will convey a maximum of 120 cfs in the spring <br /> and a minimum of 4 cfs in the winter months. <br /> 21 <br />
