The La Plata River Basin (area of study) is approximately 8 miles <br /> west of Durango and extends from the La Plata Mountains in the north to the New <br /> Mexico border in the south. <br /> 4. Please provide a brief narrative description of the proposed project or study including <br /> purpose, need, facilities, and service area. (Attach separate sheet, if needed.): <br /> LPWCD, in cooperation with ALPWCD and the Bureau of Reclamation (BOR), <br /> developed a Water Management and Conservation Plan for Western La Plata County that <br /> was adopted in August 2000. This regional planning work was initiated because it has <br /> become increasingly difficult for the water resources of the basin to meet the needs of <br /> existing agriculture, growing residential development, and the demands of New Mexico <br /> under the La Plata River Compact. <br /> The work proposed for funding under this application will produce a study evaluating the <br /> technical and financial feasibility of constructing a new dam and reservoir on Long <br /> Hollow Creek and enlarging the existing Red Mesa Ward Reservoir. Construction of <br /> these facilities will allow some of the main goals of the Western La Plata County Water <br /> Management and Conservation Plan to be attained. <br /> A reservoir at Long Hollow was determined in the management plan to be the best <br /> solution to the difficult stream administration situation on the La Plata River that results <br /> from the requirements of the La Plata River Compact and the hydrologic conditions <br /> associated with the stream. The investigation of technical issues at Long Hollow will <br /> determine if hydrologic and geologic conditions will support the construction of a water <br /> storage facility and will also study the financial feasibility of construction. <br /> The investigation of technical issues at the Red Mesa Ward Reservoir will build on a <br /> 3 <br />
