An extensive application was required to receive RD funding which includes financial analysis
as well as other items, this information is available. The project cannot begin without the
$600,000 needed for pre-construction work and the $300,000 requested herein is critical.
Without this funding it is possible that the citizens of LaPlata County may loose $8 million in
construction funds from Rural Development because the pre-construction work cannot be
performed. PRID has already invested about $200,000 to accomplish the work to date and does
not have any additional capital for pre-construction work.
The District has also applied for and received up to $455,000 in funding from the CWCB for the
raw water facilities to deliver water to the treatment plant. However, with the change in location
of the treatment plant to near Bayfield rather than at Vallecito Dam, as described in the
Alternatives section, the amount needed for raw water facilities is expected to be considerably
less than the previously approved project. When designs are completed on the treatment plant
and raw water facilities, appropriate adjustment will be made to the previously approved loan.
 I
3
