Feasibility of the Installation <br /> of a <br /> Rural Domestic Water System <br /> in <br /> Southeast LaPlata County <br /> PROJECT SPONSOR <br /> The Pine River Irrigation District (PRID) created the Vallecito Water Company (VWC) as an <br /> enterprise of PRID to plan, design, construct, and operate a rural domestic water system in <br /> southeast LaPlata County. PRID was formed in the 1940's to repay the cost of Vallecito <br /> Reservoir, which was totally repaid in 1984, and has operated the reservoir for the past 30 years. <br /> PRID provides irrigation water to about 45,000 acres of private land plus Southern Ute Tribe <br /> irrigated lands and domestic water (untreated water) to the Town of Bayfield and the Southern <br /> Ute Tribe. PRID does not have bylaws but was formed under the State of Colorado Irrigation <br /> District Law of 1922, Article 42 which is included in Appendix A. <br /> PRID will provide 2,000 acre-feet of raw domestic water to VWC, the sale of which will be used <br /> to operate and maintain Vallecito Reservoir and upgrade facilities used by irrigation and <br /> domestic shareholders. Also, about one third of the of the tap reservations are by PRID irrigation <br /> shareholders who have an inadequate domestic water supply, so the rural water system is also a <br /> method to meet the domestic water needs of the shareholders. <br /> The VWC will have a five person Commission which will be elected by tap owners once the <br /> water system is operational. A current draft of the Rules and Regulations for VWC is included <br /> in Appendix A. <br /> The VWC will, with the completion of the construction of facilities described herein, be an <br /> operating rural water system as an enterprise of PRID. The initial construction will serve about <br /> 40% of the ultimate service area. The project will be constantly expanding to meet the water <br /> needs of the people in the area as described in the feasibility study. For instance, in addition to <br /> the 920 taps that will be served initially, there are presently an more than additional 800 taps <br /> signed up outside of the initial service area. <br /> PROJECT SERVICE AREA <br /> The VWC service area is located in southwest Colorado in the southeastern quadrant of LaPlata <br /> County as shown on Figure 1. The initial service area is the subject of this feasibility report, <br /> which is a subset of the ultimate service area. The initial service area is the primary focus of this <br /> feasibility study. <br /> 1 <br />
