The- . <br /> expenditure of monies from the "Species Conservation Trust Fund"is authorized by Joint <br /> Resoluticn annually based on recommendations from the Department of Natural Resources. <br /> 3. S?ECIFIC OBLIGATIONS OF THE PARTIES <br /> The UCRIP and the SJRIP will identify those projects that should be funded through the <br /> Foundation with Recovery Program funds. Such projects will be drawn from the list of Capital <br /> Construc ion Projects included in the RIPRAP, LRP, or approved annual work plans and budgets. <br /> The U.S. Bureau of Reclamation's Capital Construction Coordination Staff and as appropriate the <br /> UCRIP Program Director and designated staff, will coordinate with the Foundation, the UCRI' <br /> and SJRIP, concerning the use of funds for any Capital Construction Project undertaken or <br /> completed with the cost share funds contributed by the State pursuant to this contract. To <br /> accomplish the purposes and objectives of this Contract each party agrees to cooperate with the <br /> other to talfill its obligations as herein provided. The U.S. Bureau of Reclamation will do most of <br /> the capital construction contracting and the number of contracts managed by the Foundation will <br /> be small 'less than 10 in number during any given year). Contracts managed by the Foundation <br /> may be s-lbject to additional charges for contract management. Any such additional costs for <br /> contract management will be identified in the scope of work for the project prior to execution of <br /> the capitol construction contract. Capital construction and contract management costs will be paid <br /> from UC RIP and SJRIP funds. The UCRIP and SJRIP representatives will review and approve all <br /> work anc recommend payment of contractors to the Foundation. <br /> A. Foundation Obligations - The Foundation will: <br /> 1 Serve as the UCRIP's and SJRIP's designated agent for receiving and administering <br /> funds acquired pursuant to this contract, and disbursing these funds as approved by the <br /> UCRIP or SJRIP and the State. <br /> 2 Maintain these funds in individual UCRIP and SJRIP accounts which are separate from <br /> other Foundation accounts. Interest accruing to these accounts shall be credited to the <br /> State. Use of funds in these accounts will be coordinated with the UCRIP and SJRIP. <br /> 3 Assist in the development and/or issue, in coordination with the UCRIP and SJRIP, of <br /> contracts for work to be funded with Recovery Program funds as identified in the <br /> approved Recovery Program work plans. This may include assisting in the preparation <br /> of annual work schedules and other appropriate contract documents. The State and <br /> Foundation will coordinate as necessary for the purpose of identifying the projects to be <br /> funded and the appropriate contracting process ( generally, federal procurement <br /> procedures will be followed in determining whether or not a contract can be let as sole <br /> source, or must be an open competitive bid etc.) Specific contracting procedures that <br /> are acceptable to all participating state and federal agencies will be developed and <br /> followed. <br /> 4. Appoint an individual who will represent the Foundation in carrying out its obligations <br /> under this Contract. <br /> 4 <br />
