SECTION 1 <br /> INTRODUCTION <br /> 1 .1 BACKGROUND <br /> 1.1 .1 Purpose of Project <br /> The Trans-County Project is a plan devised to capture <br /> unappropriated water from the South Platte River and transport <br /> this water to the Northern High Plains of Eastern Colorado. The <br /> High Plains area is one of the major agricultural areas in <br /> Colorado, and makes a significant contribution to the nation' s <br /> food supply. This agricultural production has been achieved <br /> primarily through the utilization of the groundwater stored in <br /> the underlying Ogallala Aquifer to supply center pivot irrigation <br /> systems . However, the development of this groundwater supply has <br /> resulted in water being removed from the aquifer at rates much <br /> greater than the natural replenishment rate. The general purpose <br /> of the Trans-County Project is to provide a supplemental supply <br /> of water, both for direct use and recharging the aquifer, so that <br /> the economic development resulting from irrigated agriculture in <br /> the Northern High Plains area can be preserved. <br /> 1.1 .2 Nature of Project <br /> The basic objective of the Trans-County Project is to <br /> capture up to 200, 000 acre-feet of presently unappropriated water <br /> per year from the South Platte River. Physical facilities would <br /> be constructed at or near the site of the proposed Narrows <br /> Reservoir in order to divert water from the river, pump it out of <br />
