Social refers to any effect which significantly changes the structure <br />or function of the social system, in such a way as to alter the quality or <br />character of human life and social behavior. <br />Spatial or geographic detail is the degree to which the Nation, in- <br />cluding the shoreline and Continental Shelf, will be divided for problem <br />identification and severity and urgency analysis. The segments of division <br />are called geographic units. <br />Specific problem analysis consists of identifying problems by <br />(1) reviewing completed and ongoing studies and (2) survey methods, <br />thus permitting the accommodation in,the assessment of problems not <br />identified in the national adequacy analysis. This analysis includes <br />developing specific information to authenticate the problems and deter- <br />mining indicators of deficiency. <br />Standard metropolitan statistical area (SMSA) is a county contain- <br />ing at least one city with 50, 000 or more inhabitants, and adjacent counties, <br />all of which are of metropolitan character and are economically and socially <br />integrated. 1 <br />Subarea is an area delineated by county boundaries that most <br />nearly approximate the drainage boundary of a subregion, 1 / <br />Subregion includes that area drained by a river system, reach of <br />river and its tributaries in that reach, a closed basin, or a group of <br />streams forming a coastal drainage area. The term is intended to rep- <br />resent a glo/graphic area with common or unique water management <br />pr oblerns . — <br />Urgency analysis is a subjective analysis to establish in what <br />time periods management, planning, research, or data - collection actions <br />are required to resolve or preclude the identified deficiencies and alleviate <br />the economic, environmental and social impacts therefrom. Urgency <br />categories are: immediate (1975 - 1980), near -term (1980- 1990), middle - <br />term (1990- 2000), and far -term (2000`- 2020). - <br />User awareness and needs surveyis a survey of a scientifically <br />constructed sample of potential user groups to alert them to the assess- <br />ment, to determine potential. user needs, and to define more clearly the <br />/Condensed definition from "Water Resources Regions and Sub- <br />regions for the National Assessment of Water and Related Land Resources, " <br />U.S. Water Resources Council, July 1970. <br />viii <br />
