29 <br />Several alternatives to the "central case" are displayed in Table 1 <br />and are described in the following paragraphs. <br />These alternatives will show, to the extent that in- stream use <br />requirements can be developed, the relative effects of first, assigning <br />high priority to existing estimates of in- stream use requirements and <br />conversely, assigning high priority for the rights of use to additional <br />future - condition consumptive use requirements and low priority to in- <br />stream uses (downstream releases from each geographic unit). <br />As in the "central case" currently existing (1975) compacts and <br />other similar legally binding contracts will be continued into the future <br />without modification and will have highest priorities for the rights of use. <br />In both situations three levels of in- stream requirements will be <br />analyzed. <br />o First, in cases Al and B1 a level of in- stream flow require- <br />ments will be prespecified which will enhance the in- stream <br />aquatic habitat and quality of water. <br />o Second, in cases A2 and B 3, a medium level of in- stream <br />flow requirements will be prespecified. <br />o Third, in cases A3 and B3, a minimum level of in- stream <br />flow requirements will be prespecified -- a level which will <br />be sufficient to maintain aquatic activity at a low but tolerable <br />level. <br />These comparisons of supply and requirements will be used in <br />task 4 (Component one Step 02A) to help determine the impact of defined <br />deficiencies. They also will be used to help substantiate the subjective <br />evaluations of deficiencies being developed in both Step 02B and the second <br />component of Step 02A. In addition the comparisons will indicate, from a <br />national viewpoint, the relative magnitude of the volumetric surpluses and /or <br />deficiencies among all of the geographic units. <br />Evaluation of the Impacts of Deficiencies (Task 4 of Component one, Step 02A) <br />This task involves developing 'numerical and subjective information that <br />reflects the economic, environmental, and social impact of the range of <br />deficiencies computed in task 3.
