Step 02 Adequacy Analysis <br />The basic purpose of Step 02 is to identify and describe the severity of existing and emerging <br />water problems (both numerically and narratively) as a function of the Step 01 future condition <br />assumptions. This involves evaluating the magnitude of the imbalance (both surpluses and deficiencies) <br />between: Supplies of water available as of the end of FY 1975; and future condition water require- <br />ments (through 2020) based upon the Step 01 "what-if" assumptions. This also involves describing <br />the economic, environmental, and social impact of the imbalances from both a national and more <br />localized State and regional viewpoint. <br />In addition, during the latter portion of Step 02, a set of regional judges will be selected to rate <br />problem severity from a regional and State viewpoint. This information along with the basic de- <br />ficiency and impact of deficiency information will be compiled and displayed for use in Step 03 <br />problem rating activities. <br />Finally, preparation of the national report, the regional executive summaries, and the environ- <br />mental impact statement will be initiated during Step 02. <br />Step 03 Rating of Problem Severity and Urgency <br />During Step 03, a group of national judges will be selected to rate the severity and urgency of <br />water problems from a national viewpoint. These national judges will use the water supply deficiency, <br />impact of deficiency, and regional rating information developed during Step 02 to develop their <br />national viewpoint ratings. <br />The national assessment report, regional executive summaries, and an accompanying environ- <br />mental impact statement will be further developed and distributed to all assessment participants for <br />review and comment. <br />Step 04 Recommendations <br />A set of recommendations will be developed by the Council during Step 04 indicating the <br />Council's interest in providing the capability to resolve those individual or groups of problems, rated <br />"severe" by the national judges. Recommendations also will define geographic areas whose prob- <br />lems require additional comprehensive planning efforts, and identify needs for new or modified <br />research and /or data collection activities. Regional Sponsors will also develop similar recommenda- <br />tions; include them in their regional executive summary reports; and provide them for considera- <br />tion by the Council. <br />2 <br />
