rr Applegate
Group,
Water Resource Advisors for the West
July 31,2013
Paul Moltz
702 Gregg Drive
PO Box 1887 .c7 °
Buena Vista,CO 81211
RE: Trout Creek-Reservoir Dam Inundation Study
Dear Mr. Moltz:
Applegate Group, Inc. (AG) has prepared a scope of services for dam breach modeling, flood
routing, breach inundation mapping, and updating the Emergency Action Plan for the Trout Creek
Reservoir dam, in Chaffee County, Colorado. It is our understanding that this dam is classified as
High Hazard structure and the purpose of this project is to provide a conservative estimate of the
inundation area resulting from a breach of the dam. The process of developing the maps consists of
four main tasks: 1) Data Gathering, 2)Breach Modeling, 3) Flood Routing, and 4) Flood Inundation
Mapping.
Citzi
Trout Lake Reservoir-Dam is located approximately 3 miles southeast of Buena Vista, Colorado. The
flood wave from a simulated breach at the dam will be routed West and South of Trout Creek
Reservoir Dam and will converge with the Arkansas River South of Buena Vista.
The analysis below will be split into two phases:
Phase 1: Breach and Inundation Analysis for existing dam and reservoir storage.
Phase 2: Breach and Inundation Analysis for proposed enlargement of dam and reservoir.
With the above information in mind, please see the below scope of services.
SCOPE OF SERVICES
To complete the investigations described above,we propose the following tasks:
1. Data Gathering(Phase 1 and 2)
a. Any existing breach modeling on file with the DWR will be reviewed for pertinent data.
b. Stage-storage information will be obtained from the SEO and Paul Moltz.
c. Existing LiDAR will be attained from the Colorado Geological Survey.
2. Breach Modeling(Phase 1 and 2)
a. Develop estimates of breach parameters using guidance provided by the Division of
Water Resources (DWR) for a "simple" level analysis. Overtopping and piping failure
modes will be considered, and the failure mode resulting in the greatest estimated peak
discharge at each dam will be utilized in the analysis.
129%W Third St.Suite 2 1490 W. 121"Avenue,Suite 100 118 W.6th Street,Suite 100
Salida,CO 81201 Denver,CO 80234 Glenwood Springs,CO 81601
303-452-6611
www.applegategroup.com
