Scope of Work
Sub-task 3A. Aerial Photography and Topo Mapping
Establish ground control and obtain aerial photography encompassing the entire area of
the enlarged Elkhead Reservoir. Prepare a composite base map of the dan^ .d reservoir area
showing photo-identifiable control points and locations and outlines of all .sting structures.
Mapping to 2' contours throughout. including the area of dam and spillway and along Elkhead
Creek to mainstem confluence.
Subtask 3B. Elkhead Dam
Assemble and review data and documents pertaining to the planning, construction,
ownership, and operation of the existing Elkhead Dam and Reservoir. Include review of
construction records, records and documents of the City of Craig, Colorado Division of
Wildlife (CDOW). and Yampa Partners, and designs and estimates in studies prepared by
Harza and Morrison-Knudsen.
Sub-task 3C. Elkhead Recreation Facilities and Use
Assemble and review existing documents, plans, and use data pertaining to recreational
facilities and use at the existing Elkhead Reservoir and-surrounding areas. Include interviews
with relevant City of Craig and State of Colorado officials. Assemble and review recreational
use data for other Yampa River basin reservoirs, for Taylor Draw Reservoir, for Lake Avery,
and for Flaming Gorge Reservoir.
Sub-task 3D. Environmental Data
Locate. assemble. and review existing data and mapping of the reservoir area describing
soils and geology, vegetation. wetlands and tloodplains. wildlife, cultural resources. visual and
scenic attributes, air quality, land use. and socioeconomic characteristics. Locate, assemble,
and review existing data for Elkhead Creek and the Yampa River describing water quality and
fisheries.
Sub-task 3E. Meetings
Prepare for. participate in. and document discussions of necessary TSG meetings to
carry out Task 3 up to a total of 16 man-hours.
Sub-task 3F. Task Memo
Prepare a summary memorandum describing activities and findings of Task 3 for review
by the TSG. Prepare a bibliography of all relevant documents and data sets reviewed.
TASK 4: DAM AND RESERVOIR INVESTIGATIONS
The objective of this task is to gather the physical data necessary to examine the
remaining technical feasibility issues and to refine the configuration of the proposed
enlargement of the Elkhead Dam and Reservoir. This task will provide the basic information
for addressing the project's configuration in Task 5 and it's economic feasibility and
development schedule in Task 8. and will form the basis for design of the project in the future
phases.
