Feasibilitc Shide <br />Farmers' High Line Canal and Reservoir Company <br />October 2010 <br />PROJECT SPONSOR <br />As stated above FHL is a Colorado Mutual Ditch Company comprised of municipal, corporate ai7d <br />agricultural shareholders. Currently 80 shareholders hold 1,110 shares of stock. As a mutual ditch <br />company, FHL has the cluty to deliver water to its shareholders on a pro-rata basis, it also has the <br />ability to fund its operations tlirough pro rata assessments on its outstanding shares. Assessments <br />are set by the shareholders annually and comprise at least 85 percent of FHL's operating budget. <br />Other amounts are collected from the lease of real property, recreation rights, and fees for crossing <br />permits. FHL is a non-profit corporation in the State of Colorado, all of the assessments and fees <br />collected go to the operation and upkeep of the Canal system. <br />The Company's Articles of Incorporation and Bylaws are attached as Appendix A. <br />PROJECT SERVICE AREA AND FACILITIES <br />The FHL Canal is an approximately 31-mile long, mainly earthen canal in Jefferson and Adalns <br />Counties, Colorado. The area historically served by the Canal covers approximately 96 square <br />miles from Golden to Todd Creek. Soils consist of clay loams near the diversion to loams at the <br />downstream extent of the service area. The service area is approximately 55 percent developed <br />municipal land and 25 percent irrigated farmlancl, wluch the remaining land undeveloped. <br />Approximately 70 percent of the water diverted in the Farmers' High Line Canal is used to fill <br />Standley Lalce. <br />Major strucnires along the Canal include the diversion dam and headgate at Clear Creelc, an <br />extendecl length of piped canal uncler the Coors brewery facility, siphons uncler Van Bibber and <br />Ralston Creelcs, the Crolce Canal crossing and turnout to Standley Lalce, a siphon under the <br />Burlinbton Northern Railroad, and a few extended culverts. <br />-2- <br />
