Emergency Loan Application and Feasibility Study Boulder and Larimer Ditch Company <br />Project Background <br />During the unprecedented flood of September 2013 in the tributaries to the South Platte River, a <br />significant number of diversion structures and dams along the river corridor were damaged. The <br />Project repair/rehabilitation proposed in this Feasibility Study received significant damage as a <br />result of the flood. <br /> <br />Boulder and Larimer was originally incorporated in 1875. The oldest Boulder and Larimer water <br />right on the Little Thompson River dates back to 1883. In 1904, the Boulder and Larimer Ditch <br />Company entered into a contract with the Ish Reservoir Company to enlarge the Ish Reservoir <br />and obtained a storage right for 400 cfs off the Little Thompson River. The diversion dam is <br />located in Section 1, T3N, R70W in Boulder County. The inlet ditch traverses in a generally <br />west to east direction approximately 6 miles to the Ish Reservoir located east of 287 in Sections 2 <br />& 3, T3N, R69W. During spring runoff the inlet ditch will typically experience flows of 30 to <br />100 cfs, although flows of up to 320 cfs have been recorded as recently as April of 1999. CB-T <br />water is also delivered through the inlet ditch. There is approximately 5,000 acres of land that <br />are consistently irrigated from the Ish Reservoir under Old Ish or Boulder and Larimer System. <br />The service area for Old Ish comprises lands lying on the south side of the Little Thompson <br />River, generally south and southeast of the Town of Berthoud. A Map is illustrated on page 11 <br />of this request. <br /> <br />The diversion structure consists of a dam with north and south wing walls, two head gates and a <br />sand gate. The north wing wall was destroyed in the flooding in September and the river is now <br />traveling around the dam on the north side. There was a tremendous amount of debris piled up <br />against our dam and head gate structure as well as in our Parshall. The inlet ditch had three <br />minor washouts and a severe washout. The small washouts can be easily repaired. However, the <br />major washout is going to require a significant amount of engineering and reconstruction. The <br />Little Thompson River washed the ditch away down to the bedrock for a length of approximately <br />200 feet.
