SECTIONONE Introduction <br /> 1-1 <br />1. Section 1 ONE Introduction <br />1.1 PROJECT PURPOSE <br />The objective of the Project is to gain approval from the SEO to remove the 22-foot <br />reservoir restriction that has been in place since 1994 so that SMRC can provide reliable <br />irrigation water to shareholders. This will be accomplished by rehabilitating and making critical <br />repairs to Continental Dam, which constitute structurally improving the spillway and controlling <br />and monitoring seepage from the embankment and left dam abutment. The goals of the Project <br />are to mitigate current water management inefficiencies, reduce high maintenance, prevent <br />continued deterioration, and avoid the potential failure of this delivery system. <br />This Project constitutes the second phase of SMRC’s multi-phase Santa Maria <br />Rehabilitation Initiative (referred to here as the SMRC Rehab Initiative), which is implementing <br />recommendations presented in this report. This Project and all future phases of the SMRC <br />Rehab Initiative have the ultimate objective of lifting the State-imposed storage limitations at <br />Continental Reservoir and mitigating or eliminating the many problems created by the <br />deterioration of a century-old system that will otherwise soon reach the end of its useful life. <br />This Project will complete the second and final phase of the SMRC Rehab Initiative, <br />rehabilitating Continental dam to a level that meets SEO dam safety requirements so that the <br />reservoir restriction will be lifted by the SEO. By implementing the preferred alternatives <br />presented in this report, the Project will accomplish multiple consumptive and nonconsumptive <br />purposes, greatly improving SMRC’s ability to (1) meet the agricultural needs of irrigators in <br />70,000 acres of the San Luis Valley, (2) establishing significant improvements in the efficient <br />management of Colorado’s Rio Grande Compact water and (3) supplying storage for Sub- <br />districts in the basin to meet their river depletion requirements. <br />1.2 SCOPE OF WORK <br />This report summarizes the Continental Dam Rehabilitation design that was completed <br />for this phase of the Project. The general scope of work included performing field surveys, <br />engineering analyses and design, alternatives development and evaluation, and preparing <br />construction documentation for the Project. The Project has been finalized and approved by <br />SMRC. The bid documents will need to be prepared prior to soliciting bids for the Project.
