N EED FOR THE P ROJECT <br />The need for this project has been established by the Water Court Final Orders in Case No. <br />08CW266, as discussed above in Sections I, IV and VI . <br />To summarize those sections, the Final Orders in Case No. 08CW266 mandate construction of <br />increased outlet capacity by April 20, 2015. Without such increased outlet capacity, <br />Georgetown cannot use water stored in Georgetown Lake to augment out of priority depletions <br />which occur when its 1866 right is called out. Therefore Georgetown will be unable to provide <br />a continuous, legal and reliable water supply to its customers when its 1866 right is called out. <br />The temporary operating plan included in the Final Orders in Case No. 08CW266 is may only <br />be used until April 30, 2015. It is thus crucial for the Town to construct the new outlet capacity <br />and have it online by April 30, 2015. <br /> <br />VIII. E XISTING F ACILITIES <br />The Lake’s existing facilities consist of: <br />(1) A reservoir and lagoon. <br />(2) A Dam. <br />(3) An outlet structure capable of releasing approximately 260 c.f.s of water. <br />(4) A SCADA system. <br />(5) Associated hardware. <br />The dam structure is a composite dam consisting of embankment sections on either side of a <br />concrete ogee spillway section. An existing 48 inch by 48 inch slide gate (outlet structure) is <br />located in the spillway section on the left side as facing downstream. This outlet structure <br />serves as the low level outlet for the dam.
