CWCB Loan Narrative Overview 12 <br />On September 28, 2010 HCIC, Applegate and GEI met with the SEO staff and discussed the two phased approach to repair, then rebuild the Cucharas Dam and the following documents for staff review: 1. Preliminary Design Plans for the Cucharas Dam Rehabilitation 2. Phase I Exploration Technical Memorandum 3. Cucharas Dam Hydrology and Incremental Damage Analysis Report <br /> In the September 28, 2010 SEO meeting, the SEO staff commented that if HCIC is reasonably diligent in its efforts to rehabilitate the dam, and submitted a schedule of benchmark requirements along with due dates, the SEO would withhold issuing a zero, no storage, restriction. On October 8, 2010, HCIC provided the SEO with a schedule for completing plan benchmarks detailed on the following page. DESIGN CRITERIA A detailed hydrologic model will be developed for the reservoir drainage basin and the required inflow design flood will be routed through the reservoir and emergency spillway. Iterative model runs will be performed to determine at what elevation the lowered spillway can safely pass the inflow design flood with adequate freeboard. The data developed by GEI for analysis of a new dam will be used to the maximum degree possible. After determination of this lowered spillway elevation, a detailed Failure Modes and Consequences Analysis (FMCA) will be performed to determine if there are structural concerns relating to the proposed reservoir storage level. If problems are identified, possible remedies and mitigation measures will also be identified. Design solutions would be submitted to the SEO for review and
