SPWRAP Meeting Minutes <br />February 15, 2007 <br />The annual operating plan for Tamarack II obligations is also in progress. Obligations will be met <br />with pumping and water leasing. <br />Discussed the future depletions plan memo due to the GC on March 31, 2007. The State <br />Demographer is providing future population estimates and Jon Altenhofen is working on the <br />depletion /accretion accounting for the "Initial Reporting Period." Cities /municipalities need to <br />complete the "Colorado Plan for Future Depletions Annual Reporting" form provided by Jon. Ted <br />Kowalski stated that a draft of the memo to the GC will be complete by the March 15 meeting. <br />Ted Kowalski provided a handout of the DRAFT PRRIP Total Program Costs First Increment, <br />which is a required attachment to the DNR MOU. Please provide comments on this attachment to <br />Ted and Jon by March 1, 2007. <br />Ted Kowalski emphasized the importance of continuing to support HB -1182 which would <br />provide State funding, up to $24 million, to the SCTF over the next three years. <br />9. Discussed SPWRAP coverage of Federal depletions. Ted Kowalski stated that the State will send <br />a letter to the Federal agencies requesting more information on what is needed by the Federal <br />agencies. <br />10. USFWS letters have been sent to Federal agencies recognizing the implementation of the <br />Program and stating that continued coverage under section 7 of the ESA requires signing the <br />Platte Recovery Agreement and becoming a member of SPWRAP. <br />11.
