COLORADO WATER CONSERVATION BOARD <br /> CONTRACT FOR CONDUCTING <br /> WATER RESOURCE INVESTIGATIONS <br /> IN THE LOWER SOUTH PLATTE RIVER <br /> SCOPE OF SERVICES <br /> This scope of services is included as Appendix A of the contract between the South Platte <br /> Lower River Group, Inc. and the Colorado Water Conservation Board (CWCB) to conduct <br /> water supply investigations in the lower South Platte River basin in Colorado. Exhibit A to <br /> this Scope of Services is the Articles of Incorporation and Bylaws for the South Platte Lower <br /> River Group, Inc., a nonprofit corporation. As specified in the contract, this investigation will <br /> be for two years. <br /> The purpose of these investigations is to study, demonstrate, and develop the opportunities, <br /> locations, methods, criteria, and other pertinent facts for capturing and retiming flows, and <br /> assessing surface and groundwater development in the lower South Platte River basin in <br /> Colorado that are available to Colorado water users under the provisions of the South Platte <br /> River Compact in accordance with Section 3 of Senate Bill 96-074. Opportunities developed <br /> pursuant to this process are needed to protect and enhance current uses and to meet new <br /> needs including additional water supplies and improved streamfloâ– lws and water related <br /> habitat for wildlife. This effort will result in a process or framework where feasibility studies <br /> will be accomplished and funding sources identified so that long-term opportunities can be <br /> realized. <br /> The investigations will include five tasks which are: (1) hydrologic analysis and database <br /> development, (2) meetings and field trips for identifying projects and providing technical <br /> assistance, (3) demonstration projects, (4) facilitate long-term agreements and funding, and <br /> (5) preparation of reports. These tasks are interwoven and will occur simultaneously. Each <br /> task is described further below. <br /> The management of these tasks will be accomplished through the South Platte Lower River <br /> Group, Inc. in conjunction with CWCB staff. The framework for these investigations is based <br /> upon maintaining flexibility in the management of funds and building consensus through <br /> mutual education. Staff time of participants in the South Platte Lower River Group, Inc. will <br /> be the primary source of services to accomplish the tasks. Approximate allocation of CWCB <br /> funding is 5 to 10% for each of Tasks 1, 2, 4, and 5 for a total of 20 to 40% with the <br /> remaining CWCB funds of 60 to 80% used for the demonstration projects of Task 3. <br /> TASK 1 - Hydrologic analysis and database development <br /> An understanding of lower South Platte River flows in relation to water rights and Compact <br /> administration is essential for evaluating future management and development potentials. In <br /> order to locate and operate future water supply projects in the lower river, one must <br /> understand the priority of river calls and existing diversion demand requirements. Whether <br /> a future project is a managed groundwater recharge project providing new accretions to the <br /> river or a small off-stream storage project providing a direct release to the river, the ability to <br /> administer this water in the river for a specific purpose will depend on river calls and level of <br /> river flows (e.g., losing river sections/dry river points). Understanding return flow patterns to <br /> the lower South Platte River from the tributary aquifer is important if conjunctive use <br /> opportunities are going to be expanded. <br /> APPENDIX A <br />
