TASK 3- Demonstration Projects <br /> Through meeting and field trips, pilot or demonstration projects will be initiated to <br /> demonstrate and prove feasibility. Necessary field work will be performed in order to design <br /> and monitor the demonstration projects. Consultants may be employed to investigate <br /> specific aspects of a site such as geotechnical issues associated with small dam feasibility. <br /> Soil profile analysis will be done through coring. A tractor mounted soil corer and small <br /> rotary driller owned by NCWCD will be utilized where applicable. Monitoring wells will be <br /> installed for analyzing the flow and water quality benefits of groundwater recharge. <br /> The most likely demonstration will be groundwater recharge projects. Funds could be spent <br /> on such items as earthwork for small basin development, portable floating pumps and/or <br /> siphons for diverting from ditches, measurement flumes/meters, water quality monitoring, <br /> and operation and maintenance costs (e.g., electrical power costs, etc.). The objectives of <br /> demonstration projects are educational and the delivery of water to prove feasibility thereby <br /> promoting a long-term agreement between interested parties on operational costs and use of <br /> recharge credits. <br /> TASK 4- Establish Process for Long-term Agreements and Funding <br /> Through the process of completing Tasks 1 through 3, participants and others may desire to <br /> pursue certain projects on a long-term basis. Participants may desire to fund and build <br /> options themselves or in cooperation with others. The Low Interest Loan Program of the <br /> CWCB's Water Project Construction Fund is a viable process for long-term funding. The <br /> feasibility study and application process for a CWCB loan is streamlined for potential <br /> projects because Tasks 1 through 3 have accomplished much of what is required. An <br /> objective of this lower South Platte River investigation is to have a process in place that new <br /> projects and ideas can be "plugged into and carried easily and efficiently through funding <br /> and construction. <br /> TASK 5- Preparation of Reports <br /> Annual progress reports will be prepared by the South Platte Lower River Group so that <br /> CWCB, the Special Water Committee assembled in compliance with Section 3 of Senate Bill <br /> 96-074 and others can see methodology and accomplishments. These reports will include <br /> hydrologic analysis conducted during Task 1. Any GIS databases developed during Task 1 <br /> will be available to the CWCB.
