Threshold Flows for Least Tern, Piping Plover and Pallid Sturgeon in the
Lower Platte River Basin, Salt Creek River Basin, Loup River Basin and
Elkhorn River Basin.
Threshold Flows: Flows that must be exceeded to produce habitat necessary for threatened and
endangered species in the lower Platte River. Numbers in parentheses indicate the amount of
time that flow value was exceeded for the period of record 1954 — 2005. Threshold flows
measured at North Bend correspond to any water development project that affects the reach of
the lower Platte River from the Loup River confluence to just above the Elkhorn River
confluence. Threshold flows measured at Louisville correspond to any water development
project that affects the reach of the lower Platte River from the Elkhorn River confluence to the
mouth of the Platte River.
o Tern and Plover/Bird Flows: Flows required for summer foraging areas and
sandbar exposure and isolation.
North Bend: 4686 cfs, June (45 1%), 3921 cfs, July (2710),
2350 cfs, August (35 0%)
• Louisville: 5575 cfs June (63 1/o), 5191 cfs July (4(r), 3811 cfs (35 1/o)
o Pallid Sturgeon Flows: Flows required for habitat connectivity -
Louisville: 8100 cfs April — June (45 %), 7000 cfs and 6000 cfs
in July (27 — 32 0/6), 4950 cfs rest of year (55 %)
o Habitat Renewal Flows: Higher peak flows required for habitat development and
maintenance for the entire lower Platte River. These flows for the period of
record examined occur irregularly. This irregular pattern must be allowed to
continue. Although higher habitat renewal flows are not expected every year, in
years when it does occur, it should not be tempered. Habitat Renewal Flows are
measured at North Bend and Louisville.
38,170 cfs. This flow occurs in 15% of years at North Bend and 590/6 of
years at Louisville. According to the National Weather Service, this flow
level is below the minor flooding category (lowest flood category) for
both North Bend and Louisville.
• February 1: 19,000 cfs
• February 14 — July 31: 38,170 cfs
Threshold.
