SUMMARY AND RECOMMENDATIONS
The Town of Fruita wishes to undertake a long range program that
will provide its citizens with a reliable and economical supply of potable
water. Because of generally steady growth in the area as well as the possi-
bility of additional rapid growth from energy resource developments , the
long range plan should be flexible enough to respond to rapid changes without
burdening the present populace with unnecessary expense if these changes do
not occur.
Fruita 's existing sources of water are inadequate to meet projected
demands. The two supplemental sources of water investigated were the Colorado
River and the Ute Water Conservancy District. Each of these potential sup-
plemental sources also was evaluated as a sole source. The possibility of
having the Ute Water Conservancy District take over operation, administration,
and maintenance of the distribution system was evaluated.
In conclusion, it is recommended that the Ute Water Conservancy
District provide all of Fruita 's water needs now and in the future. A capital
improvements construction program should be started as soon as possible. The
necessary steps to find alternative uses for the Town water rights and to sell
the water treatment plant should be initiated.
The recommended course of action will have an adverse affect on the
Colorado National Monument and the Glade Park residents because they receive
their water from the Fruita pipeline. It is suggested that all entities co-
operate to schedule future events in a manner that will cause the fewest
inconveniences. One possible temporary alternative might be for the Colorado
National Monument and Glade Park residents to take over responsibilities for
the pipeline after Fruita abandons it.
iv
