LONG HOLLOW DAM AND RESERVOIR PHASE I SUMMARY REPORT <br /> 1.0 INTRODUCTION <br /> This Phase I feasibility study of the proposed Long Hollow Reservoir (LHR) project provides <br /> findings from work performed by Wright Water Engineers, Inc. (WWE) and other contractors <br /> that began in April 2001. This work was completed for the La Plata Water Conservancy District <br /> (LPWCD) using grant funding from the Colorado Water Conservation Board (CWCB). CWCB <br /> funding was provided for the LHR because it is deemed a project of statewide significance due, <br /> in major part, to Colorado's water delivery requirements under the La Plata River Compact <br /> (Compact). <br /> 1.1 Study Objective and Scope <br /> The objective of the study was to investigate certain technical, financial, and institutional aspects <br /> of LHR development included in the Phase I scope of work to identify potential fatal flaws that <br /> could make the project infeasible. Phase I work, set out in the contract between LPWCD and <br /> WWE dated May 2, 2002, and incorporated in the LPWCD/CWCB feasibility study grant <br /> document, consisted of: <br /> • A review of existing data. <br /> • Topographic mapping. <br /> • Geologic reconnaissance work. <br /> • A groundwater study of the Red Mesa Aquifer. <br /> • A water quality evaluation. <br /> • A review and evaluation of cultural and natural resource issues such as those relating to <br /> the National Environmental Policy Act (NEPA), threatened and endangered (T&E) <br /> species, wetlands, cultural resources, and Indian Trust Assets. <br /> 991-077.115 Wright Water Engineers, Inc.
