Long Hollow Dam and Reservoir Phase I Summary Report <br /> will be made in cooperation with the Colorado Division of Water Resources (CDWR), according <br /> to a MOU and operations plan to be executed by LPWCD and CDWR. <br /> 8.2 Payment Issues <br /> It is anticipated that funding for the design and construction of LHR will be requested from the <br /> Future Projects Escrow Account held by the Colorado Water Resources and Power Development <br /> Authority (Authority), as outlined in the Future Projects Escrow Agreement between the <br /> Authority, the ALPWCD, and LPWCD. If escrowed funds are not sufficient for the design and <br /> construction of LHR, then alternatives such as additional funding sources, a reduction in size of <br /> LHR, or alternative project configurations will be evaluated. The operation, maintenance, and <br /> repair (OM&R) expenses for LHR will be borne by the LPWCD water users. LPWCD will <br /> assess an annual fee for ditches that benefit from the exchange program of at least $15 per AF <br /> based on review of the OM&R expenditures for the existing RMWR of$9 per AF, and Totten <br /> Reservoir in Montezuma County, which had an O&M cost of$4.16 per AF in 2002. <br /> RMWR has a storage capacity of 1,100 AF. Typically, water is stored between November and <br /> March. Releases are made for the shareholders in June and July. The RMWR fee of$9 per AF, <br /> which generates about $10,000 each year, has been sufficient for the reservoir's annual OM&R. <br /> A part-time employee, who works approximately 400 hours per year, operates RMWR and does <br /> 40 percent of the Freed Ditch maintenance. Most of the operator's time, perhaps 300 hours per <br /> year, is spent on the Freed Ditch. <br /> Annual assessments are projected at approximately $41,000 (2,730 AF x $15/AF). <br /> Approximately $15,000 per year will be allocated for a part-time operator who will keep <br /> necessary records, make releases, and maintain the reservoir. The remaining revenues <br /> (approximately$26,000 per year)will be allocated to a capital reserve fund for LHR repairs. <br /> 8.3 Rights-of-Way <br /> Property acquisition from four landowners will be required to proceed with a 5,432-AF LHR that <br /> would inundate 160 acres.
