For City of Lamar and the
Colorado Water Conservation Board Page 2
3. Procedure Performed: For procedures performed in Procedure 2, we were
requested to verify that no more than 10% of total revenues included were tap
fees.
Findings: No exceptions were noted. Tap fees represent less than 10% of
revenue utilized in the analysis.
4. Procedure Performed: We were requested to verify that 2014 rates had been
enacted.
Findings: RubinBrown noted that Budget Ordinance 1188 was signed and went
into effect in December of 2013. This budget ordinance authorized the budget
with the stated water rates utilized in the analysis in Procedure 2.
We were not engaged to, and did not, conduct an examination, the objective of which
would be the expression of an opinion on the accounting records. Accordingly, we do not
express such an opinion. Had we performed additional procedures, other matters might
have come to our attention that would have been reported to you.
This report is intended solely for the information and use of the City and CWCB and is
not intended to be, and should not be, used by anyone other than these specified
parties.
•
( L L P
January 20, 2014
