�`` Q JAN 092014 <br /> HALDI DITCH COMPANY <br /> Special Letter to Members and Users <br /> On September 11, 2013 the Left Hand Creek experienced the most dramatic flood that occurs <br /> when atmospheric conditions are just correct for a continued rainfall. The result of the flood has <br /> created problems for farms and neighbors that have never been seen before. <br /> In addition to personal damages, the Haldi Ditch Pipeline which runs from the Left Hand Creek <br /> to the Joder Reservoir was severely damaged from the wall of water rushing down the creek. <br /> The inlet system was amazingly left intact due to the construction of the structure, but because <br /> the creek created another riverbed it moved North by 20 yards or more. <br /> The pipeline that parallels the stream for awhile before heading South toward Joder Reservoir <br /> was uncovered and has been filled with sand and debris. This pipeline is important to our <br /> neighborhood,because it supplies raw water to the Joder Reservoir for subsequent delivery to the <br /> Spurgeon filter plant located on Nimbus Road and irrigation water to several farms. <br /> Left Hand Water District has engaged a well known consultant company to determine the extent <br /> of damage to the pipeline and estimate the cost to repair and restore to normal use by April. <br /> A majority of the funding to restore the pipeline will be from FEMA, however Haldi Ditch <br /> Company is responsible for some of the funding. Left Hand Water District will act as the <br /> general manager of the project and will invoice Haldi Ditch Company for its portion of the <br /> repair. <br /> To meet this obligation, it may be necessary for Haldi Ditch Company to negotiate a loan with <br /> the Colorado Water Conservation Board for $50,000. This loan would be a 0% interest and 0% <br /> payment for 3 years and a 27 year amortized payments at 2.35%. <br /> At emergency meeting of the Board of Directors on November 15, 2013, it was decided that <br /> increases to the annual assessments and to the water usage fees would be required. The annual <br /> assessments will be increased from$25 to $30 and the water usage fees increases from$0.50 per <br /> acre-foot to $3.00 per acre-foot. These increases will be retroactive for the 2014 annual <br /> assessments and the 2013 water usage.
