SPECIAL QUESTION ELECTION
MAIL-IN BALLOT FORM INSTRUCTIONS
• This packet is sent to you, as a qualified elector of the Henrylyn Irrigation District
("District")for your use in voting for, or against, a special question authorizing the
District's repayment of a proposed loan with the Colorado Water Conservation
Board("CWCB")for repairs of the District's Horse Creek and Prospect Reservoirs
and the awarding of the contract(s) to perform such repairs to the lowest responsible
bidder.
• Your packet contains the following items:
1. Letter from the District's Board of Directors explaining the purposes and terms of
the District's proposed loan with the CWCB.
2. Your Special Question Election Ballot Form.
3. A plain, unmarked, envelope for the confidential cast of your mail-in Ballot Form.
4. A postage prepaid return envelope, addressed to the District,for your use in
returning your mail-in Ballot Form. The outside of this envelope contains your
return address for mail-in ballot election security and control purposes.
• After marking your vote on your Special Question Election Ballot Form,please place
your completed Ballot Form inside the plain, unmarked, envelope; seal this envelope
containing your Ballot Form; and place this sealed envelope inside the return
envelope addressed to the District. Also,please sign the outside of the return
envelope on its reverse to verify that you are a qualified elector of the District and
finally, either post or deliver the return envelope, containing your sealed Ballot
Form, to the District.
• All qualified electors of the District must, on the date of their vote, meet the following
criteria:
1. Be a citizen of the United States or declared your intention to become a citizen;
and
2. Be a resident of the State of Colorado; and
3. Be eighteen years of age or older; and
4. Own at least one acre of agricultural land within the boundaries of the District;
and
S. Having paid irrigation district taxes upon such land during the preceding
calendar year.
• Upon their receipt by the District, all return envelopes containing Special Question
Election Ballot Forms and signed by a qualified elector, shall be compared to and
confirmed with the official taxpayer lists of the District. The plain, unmarked,
envelopes containing the sealed Ballot Forms inside shall be removed from the return
envelope and placed into an official ballot box. All mail-in Ballot Forms shall be
preserved secure, unopened and maintained by the District for an official Special
Question Election Ballot canvas by the District's appointed Board of Election Judges
upon conclusion of the regular District Director election, scheduled to be held on
December 4, 2007.
• The deadline for submittal of your Special Question Ballot Form is December 4, 2007
at 6:00 p.m. You may also cast your confidential Special Question Election Ballot in
person at the District's offices, 617 Birch Street, Hudson, Colorado on or before
December 4, 2007.
