Emergency Loan Application and Feasibility Study Zweck and Turner Ditch Company <br />Project Background <br />During the unprecedented flood of September 2013 in the tributaries to the South Platte River, a <br />significant number of diversion structures and dams along the river corridor were damaged. The <br />Project repair/rehabilitation proposed in this Feasibility Study received significant damage as a <br />result of the flood. <br />[Describe: history, pre-flood condition post-flood condition, typical flows, areas irrigated by the <br />structure, number of shareholders depending on the structure, and operational uses of the <br />structure] <br />The Zweck and Turner Ditch historically irrigated approximately 850 acres. Please see attached <br />maps. Water rights carried through the ditch needing repairs irrigate currently approximately <br />360 acres. Eight Shareholders own 100 shares in the Zweck and Turner Ditch. A portion of the <br />Zweck and Turner water was dedicated to the City of Longmont through the Annexation process. <br />A portion of the water was dedicated to the St. Vrain and Left Hand Water Conservancy District <br />as part of a Gravel Mining Augmentation Agreement. A portion of the water was transferred to <br />Boulder County as part of an open space purchase. The remaining shareholders continue to <br />utilize the water for irrigation of agricultural lands. <br />A portion of the lands currently irrigated by The Zweck and Turner Ditch are under purchase <br />contract with Boulder County for open space. The water associated with these properties will be <br />transferred to Boulder County at the time the contracts are completed. The remaining lands <br />under irrigation are located within the City of Longmont’s Planning Area. If the properties are <br />annexed, all of the historic water will be transferred to the City of Longmont through the <br />annexation process. <br />Average annual diversions are approximately 2,200 acre feet. This ditch shares diversion <br />structure with the Denio Taylor Mill and Runyon Ditches. The shareholders coordinate use of <br />the water to assure each has access to their portion of the decreed water rights. <br />Flood water from St. Vrain Creek left the river upstream from the ditch and flowed to the west <br />through a series of gravel ponds. When the gravel pond embankments failed significant erosion <br />destroyed large portions of the Zweck and Turner Ditch.
