J nererore, Hverage i- ),1uJua, z xlub uuzul cuuv
above are the historical average amounts for each structure based on Water Court transfer proceedings. Union and
McIntosh yields are at the reservoirs. Due to differing periods of record, the yields above are not equal to the
average annual diversions presented in the Agency /Company information shown previously.
Project Description
The project goal is to reconstruct the Oligarchy Ditch diversion structure on St. Vrain Creek that
was destroyed by the September 12 – 16, 2013 flood, including the diversion darn, the sand gate,
the Rubicon flumegate, the headgates, and the bypass gate. The Company has retained Deere
and Ault Consultants, Inc. and their licensed Professional Engineers to provide design and
construction review services.
Alternative 1 --- Do Nothin : This alternative is considered unacceptable. Failure to replace the
Oligarchy Ditch diversion structure would prevent the diversion of the Company's water rights
and the inability to uphold the Company's responsibility to deliver Union Reservoir and
McIntosh Reservoir water rights to those respective storage facilities.
Alternative 2 – Rebuilding Collaboratively with Improvements: The Oligarchy Ditch already
serves multiple users and interests including its shareholders and the owners of McIntosh
Reservoir and Union Reservoir. In addition, the Rubicon flumegate serves the interests of the St.
Vrain Creek Corridor Committee for preserving streamflow past the structure. Because of the
relatively isolated location of the Oligarch Ditch diversion, there is no feasible means of serving
additional multiple interests. The nearest headgates are nearly one mile upstream and nearly one
mile downstream. The next downstream diversion is on the opposite side of St. Vrain Creek. At
the Oligarchy Ditch diversion, St. Vrain Creek is currently in its pre -flood channel so there is no
need for collaborative stream relocation. The selected alternative below represents a
collaborative rebuild with improvements.
