Emergency Loan Application and Feasibility Study North Poudre Irrigation Co., Inc.

Schedule
October 15-31, 2013: Permitting, surveying, geotechnical survey. (These items have
been completed, scheduled, or are in progress).
November 1-December 15, 2013: Prepare design drawings, finalize permitting, obtain
rights-of-way for construction access and staging. Select contractors, pre-order gates and
culverts.
December 15-February28: Construction

Economic, Social, and Environmental Effects
Approximately 150 shareholder of water would be affected if water is not delivered to Fossil
Creek Reservoir. The loss of 5600 acre feet of water would potentially result in 2200 acres of
land without irrigation. The irrigation water delivered to Fossil Creek Reservoir through this
diversion also dilutes water from two water treatment plants and helps maintain water quality.

Permits
North Poudre Irrigation Company has already applied for and received an exemption from the
Army Corp of Engineers 404 permit. A copy of this exemption is attached. NPIC has also met
with the City of Fort Collins regarding the Flood Plain Use Permit and is in the process of filling
out applications for this permit. It has been agreed that if the structure is returned to original
elevations no flood modeling of the river will be required.
