Emergency Loan Application and Feasibility Study [BORROWER]

Schedule
Construction of the Project is expected to commence December, 2013. Project completion is
estimated to occur by April, 2013 to ensure that water delivery for the 2014 irrigation season.

Economic, Social, and Environmental Effects
The Butte Mill ditch is an important component of the agricultural economy in Boulder County
and the South Platte Basin. On average, nearly 1200 acres are irrigated under this ditch
providing for a significant contribution to the production of grains and pastures. In addition,
nearly half of the shares are used to irrigate City of Boulder’s Open Space and Mountain Parks,
either in fee title or protected through a conservation easement. Many of these properties are
used by the local community members for activities such as hiking, cycling, fishing and wildlife
viewing. The quality of the recreational experience would certainly deteriorate if the Butte Mill
Ditch was not able deliver irrigation water in future irrigation seasons.

Due to the breach and the movement of South Boulder Creek, there is approximately 1/3 of a
mile of stream that is abandoned. This section of the stream had stream characteristics such as a
low flow channel and healthy canopy. The current stream channel flows through a pond/gravel
pit and then flows into Boulder Creek.

Permits
US Army Corps of Engineers permit (exact permit to be determined).
City of Boulder Wetland Permit
