<br /> - 1 - <br />Feasibility Study <br />North Poudre Irrigation Co., Inc. <br />Reservoir No. 4 <br /> <br /> <br />Introduction (Need for the Project) <br /> <br />The North Poudre Irrigation Company (NPIC), located in Larimer County, <br />Colorado owns and operates Reservoir No. 4 as an irrigation water storage <br />reservoir for the benefit of the shareholders. The reservoir has excellent storage <br />decrees dating from 1889 and 1909. These decrees allow NPIC to store 1781 <br />acre feet of water in the reservoir at full capacity. An additional 1943 decree <br />allows for one refilling of the reservoir. The dam was constructed in the late <br />1880’s, enlarged in the 1920’s, and the outlet works replaced in the late 1950’s. <br />There are minimal grading plans on file with NPIC for the original construction <br />and, a one page drawing for the outlet replacement on file at the State Engineers <br />Office (SEO). Currently the reservoir is under restriction because of aging outlet <br />works, inadequate spillway, and seepage at the toe of the dam. Under the <br />current restriction the reservoir capacity is approximately 1107 acre feet. The <br />outlet works need to be replaced soon to continue operation of the reservoir and <br />additional rehabilitation of the dam will be required to lift the storage restriction <br />and retain full storage rights. <br /> <br />Project Sponsor <br /> <br />The NPIC is a mutual ditch company and a non-profit corporation registered in <br />the State of Colorado. There are 598 shareholders and 10,000 shares of stock. <br />NPIC has the power to set annual assessments to be paid by the shareholders, <br />the power to cut off water deliveries to shareholders that fail to pay their <br />assessments, and the power to offer stock for sale to pay back assessments. <br />The NPIC articles of incorporation and by-laws are included in Appendix A. <br /> <br />Project Service Area and Facilities <br /> <br />The NPIC has an office in Wellington, Colorado and operates 21 storage <br />reservoirs, five flood control dams, and approximately 200 miles of ditches. <br />NPIC also owns a large machine shop, equipment including trucks, pickups, <br />frond-end loaders, motor graders, and other miscellaneous pieces of equipment. <br /> <br />The service area for NPIC is located in Northeastern Larimer County as shown <br />on the Service Area map in Figure 1. The total service area is approximately <br />42,000 acres of which NPIC provides water for irrigation for approximately <br />28,000 acres. The irrigated acreage within the service area is primarily used to <br />grow corn, sugar beets, soybeans, hay, and feed crops. <br />
