The initial studies for formulation of the State Water Plan were <br /> accomplished through the efforts of the Colorado-Westwide Study Team. 1/ <br /> This team was organized in the fall of 1972 to direct State input into the Western <br /> U.S. Water Plan studies and was composed of representatives of all appropriate <br /> Federal and State agencies. After the Western U.S. Water Plan was rescoped <br /> for early and abbreviated completion, the planning efforts for preparation of a <br /> separate Colorado State Water Plan were continued by the study team. Individual <br /> work items will be taken up by smaller task forces composed also of Federal and <br /> State officials. <br /> The Colorado State Water Plan studies are being guided by concepts <br /> contained in the new multiobjective planning guidelines developed by the Bureau <br /> of Reclamation from the Water Resources Council's "Principles and Standards <br /> for Planning Water and Related Land Resources. " These new principles and <br /> standards (Federal Register, Volume 38, No. 174, Part III, September 10, 1973) <br /> became effective October 25, 1973. <br /> 1/ The Colorado River Project Act of 1968 (Public Law 90-537) authorized the <br /> Bureau of Reclamation to develop comprehensive reconnaissance plans to <br /> meet the future water needs of the 11 western states, to be called the <br /> Western U.S. Water Plan (Westwide Study). <br /> iv <br />
