Exhibit A <br />SCOPE OF WORK <br />WATER ACTIVITY NAME — Lake Otonowanda Renovation Project <br />GRANT RECIPIENT — Town of Ridgway <br />FUNDING SOURCE —Water Supply Reserve Account (WSRA), Gunnison Roundtable <br />GENERAL DESCRIPTION OF PROJECT <br />The Town of Ridgway project will renovate the Town's Lake Otonowanda, a raw water storage facility, in order to store <br />water to meet the Town's current and future water needs. The goal of the project is to construct sufficient storage from <br />which the Town could draw water during a call and meet the Town's domestic water needs for at least a 20 year design <br />period. Specific work includes restoring the outlet works from the lake, reshaping the bottom of the lake to reduce leakage, <br />modifying the inlet system to improve circulation, removing decades of sedimentation from the lake to hold more of its <br />decreed capacity, and acquiring the necessary adjoining land to accomplish these goals and insure needed storage capacity. <br />The project will restore the ability to deliver water to downstream shareholders, increase the reliability of deliveries, and <br />reduce annual maintenance expenses. <br />TASKS <br />In general the tasks associated with this effort include: Geotechnical Evaluation, Permitting (SEO-Dam Safety approval, <br />environmental, construction) Engineering Design (plans, specifications, bid documents, contract documents), Bidding <br />(advertisement for bids, prebid meeting, bid evaluation/selection, award), Land Acquisition (legal description, appraisal, <br />negotiations), Construction (preconstruction meeting, shop drawing review, construction oversite, approve pay requests, <br />prepare record drawings) <br />REPORTING AND FINAL DELIVERABLE <br />Design & Construction Reporting: The town shall provide CWCB copies of: Permits, Design & Construction Documents <br />(including stamped/SEO approved plans & specifications, bid documents, design reports ), Construction Documentation <br />(periodic construction progress reports, change orders, meeting notes, schedule summaries), SEO Final Acceptance Letter <br />with associated As-Build Drawings. <br />General Reporting: The town shall provide the CWCB a progress report every 6 months, beginning from the date of the <br />executed contract until the construction begins. The progress report shall describe the completion or partial completion of <br />the statement of work leading up to the advertisement for bid and including a description of any major issues that have <br />occurred and any corrective action taken to address these issues. <br />Final Deliverable: At completion of the project, the applicant shall provide the CWCB a final report that summarizes the <br />project and documents the project. This report may contain photographs, summaries of ineetings and reports/studies. <br />PROJECT COST ESTIMATE <br />The Colorado Water Conservation Board approved a grant for $600,000 ($540,000 from the WSRA Statewide Account and <br />$60,000 from the WSRA Gunnison Account) to be used in conjunction with a CWCB Construction Fund loan of $600,000. <br />The total project cost is estimated to be $2,136,482 with funding provided by DOLA and the Town's inkind and cash <br />contributions. Grant and loan funds will be disbursed in a 1 to I ratio for qualified project costs. <br />Page l of 2 <br />
