a very precious commodity. HCWCD has relied on water leases to maintain an approved <br />Substitute Water Supply Plan (SWSP) for the last 5 years (2009 through 2013). The use <br />of SWSP's is at the end of its term without the support of a feasible plan for <br />augmentation in Water Court that needs the use of the Camp Ranch Water Rights. If the <br />HCWCD does not develop a reliable augmentation project, junior and undecreed existing <br />water users within the HCWCD boundary will be curtailed and have to discontinue their <br />water usage. <br />Alternative No. 2 - The condemnation of water rights was not selected because HCWCD <br />was created to assist HCWCD landowners with water issues. Condemnation of water <br />rights was determined to be politically unacceptable by the HCWCD board members. <br />Such an alternative would still involve the implementation of the condemned water rights <br />for use within an augmentation plan, the need for financing to pay for the condemned <br />water and property rights, and also the construction of recharge and storage facilities, all <br />at a greater cost and impact to the District's constituents. <br />Alternative No. 3 The Camp Ranch Water Rights and Red Wing Augmentation Pond <br />was the chosen alternative because it was the only alternative that was deemed <br />technically feasible, economically viable, and politically acceptable. <br />2.4.2 Selected Alternative <br />HCWCD has chosen Alternative No. 3 which includes purchase of the Camp Ranch <br />Water Rights, construction of the Red Wing Augmentation Pond, construction of the <br />Camp Ranch Recharge Pond, and conversion of the Mapes Well No. 1 to an <br />augmentation well. Anticipated work included in Alternative no. 3 includes the <br />following; <br />Camo Ranch Purchase — Land and Water Rights <br />HCWCD has made an offer on the Camp Ranch and that offer has been accepted <br />(Appendix E). HCWCD has 1.50 days to perform due diligence on the Camp Ranch <br />purchase. HCWCD has exhaustively investigated the acquisition of other water rights <br />within the Huerfano River Basin and has determined that alternative senior water rights <br />adequate for the augmentation plan are not available. The Camp Ranch purchase was the <br />only option available to HCWCD that meets the requirements of the Project. <br />Red Wing Augmentation Pond <br />The Red Wing Augmentation pond will be constructed on land owned by Christie <br />Wyckoff. HCWCD has entered into a Letter of Intent to permanently lease land and <br />obtain easements from Ms. Wyckoff to allow construction of the Red Wing <br />Augmentation Pond. The Letter of Intent with Ms. Wyckoff is included in Appendix J. <br />Water will be diverted at the existing Wilson Ditch headgate which is located on Ms. <br />Wyckoff s property. HCWCD will install a splitter box and a measurement flume so that <br />all water entering the Red Wing Augmentation Pond pipeline can be separately measured <br />Is] <br />
