STATE OF COLORADO
Colorado Water Conservation Board ,tiRcaNSFR
Department of Natural Resources
1580 Logan Street,Suite 600
Denver,Colorado 80203 o °
Phone:(303)866-3441
Fax:(303)894-2578 ' f s 7 6 •'
www.cwcb.state.co.us ' /93/ ‘
r„ - MEMORANDUM --
n , John W.Hickenlooper
Governor
TO:
y Tom Browning,Assistant Director
Mike King
FROM: Rebecca Mitchell
DNR Executive Director
'
Ben Wade James Eklund
Water Supply Planning CWCB Director
DATE: July 29, 2013
SUBJECT: Water Efficiency Grant Fund Recommendation for the St Charles Mesa Water
District
Recommendation:
The OWCDP staff recommends that Tom Browning,Assistant Director, approve a Water Efficiency
Grant in the amount of$49,919.66, for the St Charles Mesa Water District to implement a meter
replacement program.
Summary of Grant Application
The Office of Water Conservation&Drought Planning(OWCDP) received a grant application for a
Water Conservation Implementation Grant from the St. Charles Mesa Water District, a covered
entity. The District is requesting $49,919.66 from the CWCB Water Efficiency Grant Program to
implement the third phase of a meter replacement program recommended in the District's Water
Conservation Plan (December 2010).
The purpose of the meter replacement program is to reduce Non-Revenue water, from inaccurate
meters due mainly to age. Prior to this program, the District's previous annual water loss rate rose as
high as 19%. St. Charles believes this is due to the inaccuracies in the older water meters. The
Meter Replacement Program shall attempt to replace 409 existing meters with new residential radio-
read meters. Grants funds will be used to purchase 259 of these meters. The District estimates
residential customers can save 159 AF by 2021 and commercial users can save 15 AF by 2022.
The total cost of the project is $112,469.27. The District has pledged 55%matching funds in the
form of cash($62,549.61). The OWCDP staff has reviewed and evaluated the grant application and
has determined that the proposal meets or exceeds the CWCB guidelines for reviewing grant
proposals. Attached is the internal checklist used to evaluate the application.
Attachment: Evaluation Checklist
Interstate Compact Compliance•Watershed Protection•Flood Planning&Mitigation•Stream&Lake Protection
Water Project Loans&Grants•Water Modeling•Conservation&Drought Planning•Water Supply Planning
