The District is requesting $49,919.66 from the CWCB Water Efficiency Grant Program to <br /> implement the third phase of a meter replacement program recommended in the District's Water <br /> Conservation Plan (December 2010). <br /> The purpose of the meter replacement program is to reduce Non-Revenue water, from inaccurate <br /> meters due mainly to age. Prior to this program,the District's previous annual water loss rate rose as <br /> high as 19%. St. Charles believes this is due to the inaccuracies in the older water meters. The <br /> Meter Replacement Program shall attempt to replace 409 existing meters with new residential radio- <br /> read meters. Grants funds will be used to purchase 259 of these meters. The District estimates <br /> residential customers can save 159 AF by 2021 and commercial users can save 15 AF by 2022. <br /> The total cost of the project is $112,469.27. The District has pledged 55%matching funds in the <br /> form of cash($62,549.61). The OWCDP staff has reviewed and evaluated the grant application and <br /> has determined that the proposal meets or exceeds the CWCB guidelines for reviewing grant <br /> proposals.
