The stated primary purpose of the <br /> association is to protect and develop underground and surface waters of the Arkansas River <br /> Basin. <br /> CWPDA has approximately 490 members representing approximately 1019 wells. The <br /> membership is composed of individuals, corporations,municipalities, and other entities that own <br /> or control wells within the Arkansas River Basin. CWPDA's municipal members provide water <br /> to about 38,000 people and irrigation wells of its members provided sole source and <br /> supplemental irrigation water to over 71,000 acres. CWPDA municipal members are primarily <br /> the agricultural communities between Fowler and Las Animas. Most of these members provide <br /> their own augmentation water with allocations of Fry-Ark Project: therefore their water <br /> purchases are not shown on the attached table. This grant request is limited to CWPDA's <br /> irrigation wells. <br /> With the implementation of the Amended Rules and Regulations Governing Groundwater <br /> Pumping in the Arkansas River Basin, Colorado, CWPDA has developed and operates an annual <br /> plan for providing augmentation water to replace the out-of-priority stream depletions of its <br /> member wells. The ongoing drought has had an adverse financial impact upon CWPDA and its <br /> membership.
