The Lower Arkansas Valley Water Conservancy District("Lower Ark District")is <br /> requesting an agricultural emergency drought grant in the amount of$95,940.54 to <br /> pay for the increased cost of purchasing replacement water as a result of the drought <br /> to operate its Rule 10 Compact Compliance Plan in 2013 and subsequent plan years <br /> pursuant to the Compact Rules Governing Improvements To Surface Water Irrigation <br /> Systems In The Arkansas River Basin In Colorado ("Irrigation Improvement Rules") <br /> approved in Case No. 09CW110. <br /> 2. The purpose of the grant is to reimburse the Lower Ark District for its increased costs <br /> of purchasing replacement water as a result of the drought to replace reductions in <br /> return flows from Rule 10 Plan member farms with improved irrigation systems. The <br /> increased costs are based on the District's actual costs that exceed the average cost of <br /> water in 2011(before the drought) sold by the Pueblo Board of Water Works <br /> ("PBWW"). <br /> 4. A copy of the official federal drought declaration for the affected counties (Bent, <br /> Crowley, Pueblo,Prowers, and Otero Counties)is enclosed with this application. <br /> This declaration is for the drought that occurred during the period beginning January <br /> 9,2013 and continuing. <br /> 5. Enclosed is a line-time budget showing all projected and actual expenditures, <br /> including in—kind support. <br />
