(b) The Project Operations Committee consisted of representatives from those entities that
-rc identified by the Settlement Act, as amended, to receive a water allocation and the Bureau
Reclamation. This committee determined an appropriate entity to contract with Reclamation
the operation, maintenance, and replacement (OM &R) of the Project Works and developed a
nmon understanding among the project beneficiaries of the appropriate level of annual
4 &R activities to be performed on the Project Works to assure the Project's long term
- rational integrity and public safety. This committee was essentially replaced by the
sociation who subsequently entered into an OM &R contract with Reclamation. Ultimately,
Association will oversee the ongoing OM &R activities of the Project Works, providing
isultation and coordination among Association members on such items as annual OM &R

4. MEASUREMENT AND RESPONSIBILITY FOR DISTRIBUTION OF STATUTORY
WATER ALLOCATION
(a) The water released or bypassed for the State pursuant to this contract shall be measured
outlet works of Ridges Basin Dam, and /or in the Animas River at the Durango Pumping
with measuring facilities installed by the United States as a part of the Project. Additional
of diversion directly from Lake Nighthorse may be made in the future by the State after
