The 4,000 acres of land will require 7,840 acre -feet of water per year to be provided by the 1,500 <br />Class B MVIC shares and by the operation of Totten Reservoir. Use of Totten Reservoir will <br />require the construction of a pump and pipeline to convey water from the reservoir to the <br />Towaoc - Highline Canal. <br />The CWCB loan requirement for WETACK will be 10% of the development cost to be provided <br />by local interests and 90% as a loan from the CWCB. The standard CWCB terms for irrigation <br />loans in 2001 are expected to be 3.5% for 30 years, and 3.5% percent per year interest during <br />construction. The WETPACK Repayment Fund will be used to provide the 10% local cost and <br />the annual debt service payment to the CWCB. <br />The DISTRICT requests a CWCB loan of 90% of the construction cost, up to a maximum of <br />$7,260,300 at 3.5% interest for 30 years and 3.5% interest during construction. The DISTRICT <br />will provide: (1) 10% of the construction cost up to a maximum of $806,700 and (2) annual debt <br />service to repay the CWCB loan of up to $395,000 per year. The collateral for the CWCB loan <br />will be an interest bearing account (e.g. annuity) to provide the annual debt service and possibly <br />the dedication of $93,000 per year from DISTRICT OM &R funds. <br />ENVIRONMENTAL CONSIDERATIONS <br />Environmental issues were reviewed for all facilities and no major impacts were identified. The <br />land to be irrigated is presently dry farmed so there will be no clearing of land. The pipelines to <br />deliver water to the land will be located in areas that have been disturbed by farming and roads <br />so there will be few, if any, detrimental impacts. As part of the process of negotiating a carriage <br />contract with USBR to allow conveyance of WETPACK water through Dolores Project <br />facilities, USBR has prepared an Environmental Assessment which addresses environmental and <br />endangered species issues. <br />iii <br />
