H.5.6 PROJECT REPAYMENT CONTRACT ELECTION <br />Public Law 90 -537 allowed USBR to proceed with the planning and design of the Project. The <br />Definite Plan Report and final Environmental Impact Statement were completed in the fall of <br />1976. The DISTRICT repayment contract was finalized in 1976 and approved by all the <br />registered voters within the DISTRICT at a February 8, 1977 referendum by a 94% margin. <br />II.5.7 PROJECT CONSTRUCTION <br />A ground breaking ceremony was held in September 1977 and construction began the next <br />spring. To the dismay of all of Coloradoans, President Carter, included the Dolores Project on <br />his "hit list ", which suspended construction on all USBR projects in the western United States. <br />Because the Dolores Project resolved Indian Reserved water rights claims and with the support <br />of the Ute Mountain Ute Tribe, the Dolores Project was the first project to be removed from the <br />"hit list" and construction proceeded in 1979. <br />The bid for the construction of McPhee Dam and the Great Cut Dike was awarded to Guy F. <br />Atkinson & Company on July 8, 1980 in the amount of $74,102,509. Water was available to <br />Cortez & MVIC during the 1986 season. The first full service irrigators, Claude Kennedy and <br />Arthur Wilson, started their sprinkler irrigation systems in June 1987. <br />The majority of the Project was completed in the early 1990's with completion of the facilities to <br />serve the Ute Mountain Ute Tribal lands. By 1999 essentially all of the minor Project <br />components had been completed. <br />II.6 PROJECT REPAYMENT <br />The repayment by local water users to the United States began in 1987. With the exception of <br />the portions of the Project that are allocated to archeological mitigation, fish & wildlife <br />mitigation & enhancement, and facility re- location; the Government will be reimbursed for the <br />balance of the $460 million project cost by revenues from the sale of power from the Colorado <br />River Storage Project, (Glen Canyon, Curricanti and Flaming Gorge Dams). <br />II.7 DISTRICT FINANCIAL CONDITION <br />(1) irrigation debt — The original irrigation debt to the Federal Government was <br />$6,825,000. As of the date of this report the DISTRICT has an outstanding balance <br />of $5,844,968 which will be repaid by 2047. <br />(2) M &I Water Debt — The total M &I water debt was $13,117,952 following <br />construction of the project. The remaining balance as of the date of this report is <br />$12,214,485 which will be repaid by 2050. <br />P <br />
