Introduction <br />The Grand Mesa Water Conservancy District ( GMWCD, "the District ") <br />has undertaken the rehabilitation of two reservoirs on Grand Mesa: <br />• Peak Reservoir, 30 Acre-ft, 85 percent completion, USFS use permit, <br />and <br />• Blanche Park Reservoir. 125 Acre-feet, 1891 USFS easement, <br />construction to begin .July 2013 (contingent upon completion of <br />permitting and financing.) <br />Both reservoirs will be filled with the District's conditional decree for <br />access to approximately 25,000 Acre ft. of multi- purpose water from Grand <br />Mesa Project. GMWCD holds title to each of the reservoirs and plans to use <br />the water to alleviate a shortage of agricultural water, to assure a supply of <br />high - quality domestic water to residents, and to bolster the District's ability to <br />supply augmentation water. <br />To date, GMWCD has spent nearly $353,000 to move the two reservoir <br />projects forward. At this point, the District's income revenue stream will allow <br />only the completion of Peak Reservoir. Rather than mothball the Blanche Park <br />Reservoir, the GMWCD Board of Directors believes that the completion of both <br />reservoirs is in the best interest of taxpayers. <br />The District already owns and operates three reservoirs on Grand Mesa <br />impounding approximately 566 Acre -feet of multi- purpose water, and through <br />this submission is applying for a low- interest loan of $225,000 to add about <br />155 Acre-feet of capacity to the District's ability to supply the needs of its <br />residents. <br />
