Governor <br /> TO: Tom Browning,Assistant Director \ 13 Mike King <br /> 412.�' DNR Executive Director <br /> FROM: Rebecca Mitchell • q <br /> Office of Water Conservation&Drought Planning Jennifer L.Gimbel <br /> CWCB Director <br /> DATE: April 17,2013 <br /> SUBJECT: Water Efficiency Grant Fund Recommendation for East Larimer County Water <br /> District <br /> Recommendation: <br /> The OWCDP staff recommends that Tom Browning,Assistant Director,approve a Water Efficiency <br /> Grant in the amount of$24,775, for the East Larimer County Water District to conduct a comprehensive <br /> Water Rate Study. <br /> Summary of Grant Application <br /> The Office of Water Conservation&Drought Planning(OWCDP)received a Water Efficiency grant <br /> application from the East Larimer County Water District(ELCO), a covered entity with a CWCB- <br /> approved Water Conservation Plan(December 2007).ELCO is requesting$24,775 to conduct a <br /> comprehensive Water Rate Study. The Study will help to insure a new rate structure continues to <br /> generate sufficient revenue for anticipated future project needs,avoid one customer category subsidizing <br /> another customer category and encourage water efficiency. <br /> ELCO projects that an improved water rate structure could save as much as 4.5%water savings among <br /> their residential and commercial customers or 312 AF savings through the year 2016. Savings will be <br /> tracked through residential per tap use and analyzing individual non-residential accounts. If completed <br /> properly,ELCO believes this will have a positive impact on their water efficiency efforts. <br /> The District has pledged 32%matching funds in the form of cash($3,000)and$8,770 of in-kind services. <br /> The OWCDP staff has reviewed and evaluated the grant application and has determined that the proposal <br /> meets or exceeds the CWCB guidelines for reviewing grant proposals.Attached is the internal checklist <br /> used to evaluate the application. <br /> Attachment: Evaluation Checklist <br /> Interstate Compact Compliance•Watershed Protection•Flood Planning&Mitigation•Stream&Lake Protection <br /> Water Project Loans&Grants•Water Modeling•Conservation&Drought Planning•Water Supply Planning <br />
