Section 3
Potential Demand for A -LP Water
Supply
3.1 Refined Municipal and Industrial Water Demand Estimates
Summary of Demands from Previous Studies
Brown and Caldwell identified water providers with potential demand for additional water resources in
the February 2010 report titled "Animas -La Plata Project Water Supply and Demand Study ". These water
providers included:
• City of Durango, Colorado
• La Plata Archuleta Water District
• La Plata West Water Authority
• Lake Durango Water Authority
• Pagosa Area Water and Sanitation District and San Juan Water Conservancy District
• Town of Bayfield, Colorado
• Town of Ignacio, Colorado
Water providers were identified using the Statewide Water Supply Initiative (SWSI) and subsequently by
telephone calls to determine their interest in purchasing water from the A -LP Project.
These potential buyers were divided into three categories:
1. No Future Supplies Required
The City of Durango has signed an options contract with the Colorado Water and Power Development
Authority for A -LP Project water and is not interested in additional supply at this time. The Town of
Ignacio purchases its potable water supply from the Tribes and is not looking at acquiring additional
supplies at this point. The Animas La Plata Water Conservation District has contracted with the
CRPDA to purchase 1,400 AF of A -LP Project water (700 AF of depletions), which was done with the
understanding that the 700 AF would then be purchased by LPWWA for use in a domestic water
system in the La Plata River basin.
2. Expressed Need for Additional Supply
This group consists of LPAWD, La Plata West Water Authority and Lake Durango Water Authority. The
LPAWD expressed a need ranging from 500 to 1,000 AF. Both La Plata West Water Authority and
Lake Durango Water Authority's needs have yet to be specifically quantified. These entities have de-
mand for A -LP Project water but face challenges in pumping the water from Lake Nighthorse, provid-
ing for water treatment and conveying the water to their service areas. Financial assistance to these
entities may also be required for acquisition of the A -LP Project water from the State.
3. May Have Interest in Additional Supplies
This group consists of Pagosa Springs Water and Sanitation District, San Juan Water Conservancy
District, and the Town of Bayfield. These entities, while interested have longer distances to their ser-
vice areas which are a significant obstacle to utilization of A -LP Project water by these suppliers.
3 -1
FINAL ALP Repo rtl_i3_1I_LL.Docx
